Owned by the City of San Antonio servicing most of the City and some of the surrounding area, CPS Energy is the largest municipal utility in Texas. While it has been a leader on solar energy, signing a number of contracts for utility-scale solar, and launching both onsite solar and community solar programs, it still obtains roughly 80 percent of its energy load with more traditional sources, including from two large coal plants. However, recently it announced it plans to close one of the coal plants and convert the other to gas. CPS Energy has launched an important weatherization program and has made progress in reducing energy use, and in 2023 did look at the potential to make further investments in solar and storage technologies, signing some additional contracts.
